Workpackages

The overall objective of the workpackage is the coordination and management of the project. This includes activities related to monitoring and supervising of the overall work progress and results, maintaining contact with the secondary partners in the wider network of excellence, with the workpackage leaders and maintain a continuous dialogue with the assigned Project Officer at the Research Executive Agency (REA).

The overall objective of the workpackage is to establish and support a network linking researchers, actors, agencies and institutions most concerned with societal security in Europe. The network will form the core of the network of excellence and the core for the future virtual centre of excellence. The challenge lies in the fact that though there are many actors concerned with societal security, they are concerned in widely different ways. This primary objective will be reached by realising the following secondary objectives:

  1. To develop interpretative tools and practices to facilitate knowledge exchange.
  2. To create and implement an information infrastructure to facilitate knowledge-sharing across sectors.
  3. To establish an institutional body to support and advance the sharing of knowledge and practices.

Deliverables & Timing

The primary objective of the workpackage is to generate and continuously update comprehensive survey-based empirical knowledge on European and international perceptions of societal security. This primary objective will be reached through the following secondary objectives:

  1. To account for and integrate existing knowledge on public perceptions of societal security across sectors.
  2. To develop and apply a solid scientific survey methodology to cover gaps in existing knowledge.
  3. To provide basis for a survey material on societal security to the SOURCE Virtual Centre of Excellence.

Deliverables & Timing

The primary objective of this workpackage is to generate and continuously update a knowledge base and map of professional networks concerned with the provision of societal security in Europe. As security is increasingly focused on anticipating and preventing threats and risks to the fabric and cohesion of Europe, the workpackage will analyse how security is provided as well as what institutions and professionals are involved in securing European societies. To this end, the workpackage has three secondary objectives:

  1. To develop a set of research principles and methodologies for surveying and documenting security professionals and institutions involved in the provision of societal security in Europe.
  2. To map these networks and analyse the reach and limits of societal security relative to the provision of more traditional, national security concerns.
  3. To contribute to critical reflection on the transformation of security in Europe and impact on European societal cohesion and identity.

The primary objective of the workpackage is to clarify the relationship between societal security and the various aspects of economic systems that surround it. This primary objective will be reached through the following secondary objectives:

  1. To map, document and analyse the relation between financial institutions involved in the security of society.
  2. To clarify the role of financial security in relation to the availability and flow of industrial security resources.
  3. To clarify the evolving role of financial actors in the politics of security.

Deliverables & Timing

The primary objective of the workpackage is to provide the documentary and analytic foundation for on-going research on the dependencies between societal security and ethical values, in particular in comparison with values implicit in ‘hard’ security measures. This primary objective will be reached through the following secondary objectives:

  1. To analyse the overall function of human values in the notion of societal security and compare this to the value assumptions implicit in industrial security measures
  2. To analyse the implicit value assumptions in the deployment of biometric technologies and the legal and rights issues these raise
  3. To analyse the implicit value assumptions in the formulation of normative ethical claims about dealing with violent extremism in conjunction with legal and ethical challenges that arise with some anti-terrorism strategies
  4. To analyse and critique current implicit value assumptions in practices of security preparedness in conjunctions with basic principles of human rights.

The primary objective of the workpackage is to develop and administer high-level and state-of-the art curricula, courses materials and teaching to professionals across all relevant sectors of the societal security environment. The secondary objectives include:

  1. To develop and deliver advanced-level teaching materials for university students.
  2. To develop and deliver teaching curricula for engineers and designers involved in security in the development of security technologies.
  3. To develop course materials for national, European and international policy makers.
  4. To develop course and training materials on societal security for first-responders.
  5. To develop training and informational materials on societal security for use by local police and security agencies.

The primary objective of the workpackage is to gather and organize information and research of relevance to research and development on societal security, its conceptualization and implementation. The secondary objectives include:

  1. To track and document changes in legal regimes of relevance to societal security in Europe.
  2. To continuously map the state of the play of technological evolution in the security sector.
  3. To create and maintain an index of current and past scholarly research of relevance for societal security.
  4. To monitor media responses to threats and insecurity.
  5. To maintain a database with a reasoned storage and indexing function.

  2. To create and maintain a high-level scholarly journal as a flagship of scholarship on societal security in Europe.
  3. To carry out continuous foresighting activities on issues related to societal security.
